A mesh network requires short hops or line of sight and willing participants. You might come up short on all accounts.
A traditional WISP model might be more practical, if you can secure tower sites.
Community networks are pretty common in rural areas in other countries. My favorites are guifi.net and b4rn.org.uk. They both use lots of fiber running through farms.
