I think it's talking about time modulation, not space modulation.

The article doesn't mention the pulsed nature of wifi and 5G which I think can't be found in natural emf. Maybe this is what they mean by modulated.

Except that pulsars are a thing and they emit extremely strong rapidly pulsing EMF.

I don't see how this is relevant. Pulsars are also extremely far away, to the point we can barely detect them except with large directed telescopes.
