I'll never forget when my father and I happened to be watching TV when the Stealth bombers were first shown to the public. It was a big reveal with much pomp and circumstance. My dad said very nonchalantly, "That's not new. They showed that to us in the Navy 20 years ago. We saw that exact plane in SF." He said the military always works that way and the video author agrees.
Few people have noted the total lack of randomness in these sightings. There are no Tic Tacs at Target, nor at the football game. In a planet as big as ours, any random encounter would surely imply these craft showing up in all kinds of places.
But they do not. They are only ever spotted over the open ocean, in military training zones, during training exercises. That's a terribly small sample set and almost, in itself, shows that the encounters are not random but created by the same people who are experiencing them.
The video poster brings up an important point at the end. He alludes to the possibility that these pilots may also be part of the test, unknowingly. Of course they would be. In software, we call that pen testing. Look how much work the military did to test the effects of the nuclear bomb, before and after it was deployed in Japan. Surely, there will be much pen testing of Tic Tac.
Finally, to dredge up the suspiciously obvious, the Navy has a patent on Tic Tacs. It's quite public. In it, the author describes exactly the behaviors that pilots have observed. The drawings show the Tic Tac shape. The device is a drone but, according to the inventor, could be further developed into a person-carrier if shielding were added for people inside. Without that, the same energy fields that generate the magical propulsion would kill anybody aboard.
So, the most likely conclusion is that it's a long tech program by the US, still in dev, and not ready for primetime PR. Of course, the existing PR is great for us as it puts the world on notice that we do, indeed, have such devices.
