It seems to be me that one of the key strategic goals of China's transportation policies is to avoid a growing dependence on oil imports while its middle class grows. Hence the promotion of electric high speed trains as opposed to planes, and electric cars instead of traditional cars.

Exactly - China has way to grow.

And the US is missing from your list.

But you are comparing an old empire like French with a nation that just gain its independence less than a century ago. If you update your statistics 20 years from now, you will be surprised.
