Good Luck getting any volume of personal flying cars. Planes move. If we have a large volume of flying cars we will have traffic jams in the air. Now a jam is easy in a car, you just park and creep - in the air how do you 'park?'
Anything that leaves you stationary in the air will consume about 5-10 times the energy of an airplane in flight(due to wing lift). The golden age of pulp Science Fiction magazines in the late 30's and 40's showed the sky full of flying machines - aurogyros and winged planes prior to helicopters and later on helicopters. It never came to pass. I believe a flying car in small volumes is possible, but not practicel. Cars are heavy massive road vehicles, planes are light and have a higher energy/weight than cars = $$, so for the few in some areas flying cars are doable. You could never have 10% of L.A. traffic carried by flying cars due to the air traffic control limitations of the area. A small number in rural areas are doable, but even then strict flight control will be needed. That said, a 'smart plane' could communicate with another similar plane to deal wit a lot of this ATC difficulty.
There's a lot more space available in the air than on the road so there shouldn't be any traffic jams even if everyone is flying. Above buildings whole horizontal plane is available with no obstructions, and flying cars could fly one above the other.
If static, greater vertical use is possible. You would have trouble handling planes at 200 miles/hour in any volume. Hoverers are easier, but consume a lot more energy,
