I wouldn't say so. I've done a lot hiring for programming positions at various seniority levels. I've never found it hard to determine if a person can write code and communicate clearly about code written. It usually takes no more than a handful of specific questions and a 5-10min live coding exercise. I find 90%+ of candidates are unable to meet a basic standard.
The candidate could have no video and obfuscated audio, and I'd still enthusiastically hire them if they fell into the 10%. Most people I've spoken to have the same experience. Programming is an employee's market and stands to be into the future. As such, I don't think anyone who can code is at a significant disadvantage.
