Generally speaking: reduce child mortality (better health care), urbanize/industrialize, educate women.
Every country that has done with over the last ~200 years has seen a drop in fertility rates.

Life is still not so expensive for the families (essentially men) are still having more babies than they can afford to nurture!
It's a pity to watch.
