My guess is that there's a kind of liability that could come out of being a payment gateway + other features in that situation (e.g. being caught up in a dispute between the customer and vendor) that is avoided when the service is not "batteries included".
It reminds me of the myoelectric sensor that you have to solder you own wires to (if you get a shock at least you're some nerd who soldered it on your own.) Or the idea that somebody would gather up your month's worth of medical bills, make sure they are right, pay them, add a processing fee (e.g. maybe $10 on a $100 bill... possibly saving you that much in misbilling.) and then send you ONE bill.
Trouble is that if the "one" bill is $150,000 worth of cancer treatment they might find themselves in the health insurance business!
One can build a subscription saas business on these platforms alone.
One of my point I'm trying to make is that everyone seems to be duct-taping services like this together.
As far as I know, Chargebee, Recurly and Chargify does authentication and calculates VAT Taxes all for you with only their APIs.

It is Stripe Billing that you have to do all the duct-taping. Most people (in the EU) start on Stripe and end up at Paddle. Even then for (EU and US Stripe customers) the duct-taping still goes on with authentication.
God help you with VAT and Stripe in the EU, it's a nightmare, and not to mention when your customers ask you if you accept Paypal, and you have to implement that too.
Rather go with a subscription engine for a SaaS that is built for this service than rely solely on a payment gateway alone like Stripe.
