Nordic Biker War (1994-1997)

Wiki says "130 Bandidos and 290 Hells Angels" in the War but looking up the numbers show that in Denmark there's a total of 1257 people know to be gang affiliated (out of 5,8 million). Outside these flare-ups The Gang Problem is close to non-existent. Looking at Sweden though it is a completely different picture (and Wiki states that motorcycle gangs in Scandinavia started out in Sweden). I wonder why that is?
1. Grassroots beginnings. 2. Insufficient attention and powers by law enforcement.
Not unlike US organized crime, which grew until RICO in the 1970s
Note: Interesting what movies inspire one to learn, even in passing.
Edit: 5693 gang members out of 10,3 million in Sweden versus 1257 out of 5,8 million in Denmark. Interesting.
