Interesting how aggressively the federal government likes to go after people who aim to disrupt and open up the research business.

I found this piece about the industry to be a rousing read:

I wonder, is it because USA holds research to be important to national security?

You are saying that if research ie. national security should be compromised it should be for profit? Sounds American alright.

I am not sure that national security plays much of a role when the alternative to free research is paywalled research.

If you can pay to download a research paper on JSTOR, how confidential is it really?
