Here's an idea; the people responsible for the profits get to keep some of it, instead of landlord-takes-all.
Except the people at the top think that they themselves are the ones responsible for the profits, and there are plenty of people willing to step in and act as the foot soldiers, so those at the top have no incentive to share.
That's why regulator should step in and make it mandatory.
