Ask HN: How to stop PayPal invoice spam?

Some time ago i ordered small item fro ebay seller. Item was lost, ebay refunded me.

After that I’m receiving 2.45$ invoice each week on my paypal account.

Neither ebay nor paypal support was not helpful. From ebay perspective all good.

Paypal support seems to care only about wrong/fraud payments. But invoice is not a payment yet.

This is really really annoying (dozens of invoices in mail & transaction history) and seller is not responding.

Obviously it’s a hole in paypal user experience. How to reach them?
