The title is very misleading and so is the spin the author of the article is trying to put on Gates' point.
In the article he is actually quoted as saying that suspending patent protection would not be useful because that is not the problem, which is lack of factory capacity and safety issues should a random factory try to recreate a vaccine on its own.
That's very different and, I think, a very sensible point.
