I think the title was written to encourage reposts by people who did not get past first few paragraphs.

I was under the impression (for instance, from anedoctal evidence on HN), that, generally speaking, in the US Internet infrastructure was quite poor, prices quite steep and service not so good when compared to other industrialised countries?
The state government has no intention of fixing California's real issues, they just like to liberally posture. Leave now!
