Getting those parts into public supply chain benefits you no matter where you live.

The current state of affairs is that manufacturers in China strike deals with Apple, etc, to only sell ICs to them.

This is an end-run around that practice.

Were this legislation to pass in the US, this would likely affect the rest of the world as well In various ways: firstly, it would allow you to actually get these components regardless of where you live. More over, it would possibly help drive similar legislation in other countries. There are probably other things that it would help that I haven't listed as well.
