I'm curious how that would be accomplished. There is nothing that requires a font-maker to have a consistent cap height in a font.

The only font I’ve seen that reported cap height wrong is Ubuntu Mono. Nothing stops designers from misreporting this metric, sure, but in practice it is MUCH more consistent.
