You cannot compensate for lack of literacy in a company or society. Same for software.
In short some companies and some societies will be software literate and have time to focus on the next problems as ben talks about here - while others are stuck in the transition period. But they must go through the transition period - having good answers to "publisher questions" won't help if you don't have good answers to API questions
