Is GCP Down?

Posting here to see if I'm alone or this is a general outage. I'm intermittently experiencing "The request failed because the instance could not start successfully" on a East-1 GAE that has run smoothly for 1.5 years. These errors are thrown upon receiving HTTP 1.1 requests on a NodeJS 12 instance Edit: Why was this flagged? Can't even reply to say thanks to #1
