I thought IETF had banned emoji domain names after the unicode snowman was registered? (https://news.ycombinator.com/item?id=2035572)

I did too... I’m assuming some registrars just haven’t properly dealt with this case.

ICANN banned emoji gTLDs. But there are ccTLD registries that don't fall under ICANN regulations.
