To clarify: this high school student failed 22 classes in three years at high school, but was advanced to the next grade and the next level of class (e.g. Spanish 1 -> Spanish 2) in spite of the failures.
Now, at age 17 (when he would graduate this year had he passed his classes) he has "been moved back to ninth grade" to match the number of credits he has earned from the three classes he passed.
