HB2005, requiring alternate payments for app stores, passes Arizona House

I felt certain enough that this wasn't going to pass that I barely paid attention.

Is this as big a surprise to everyone else as it is to me?

If this passes the Senate and becomes law, I'm not sure I understand what Google and Apple are going to do, other than break the law.
