Verizon had no interest in negotiating with me. They offered a small discount on a two-year lock in, and that was all.

The difference may be in place. I have only Verizon and Comcast on offer, and I'd switched to Verizon because Comcast was literally unusable. (Their ancient coax network was failing hard.)
