Policeman buys family food instead of arresting them for shoplifting

Policemen should not enjoy the authority to selectively not enforce the law, because they either like the person who violates it, or because they feel the law is wrong.

If the law allow for a man to fall on hard times and not be capable of acquiring basic necessities, then the law is what needs to change.

Giving this arbitrary power to police officers simply results into selective justice and a free ticket to break the law for whoever appear sympathetic enough.

So after UBI basically eradicates petty crime, let this guy can be the last cop remaining.
