If you are running a Linux distribution that uses systemd, you can check how long it takes to boot with
$ systemd-analyze
# if you prefer a nice diagram:
$ systemd-analyze plot > boot-sequence.svg
My 6-year old laptop takes 7 seconds to boot (dual core i5, 8GB DDR3, SSD, ArchLinux). My previous computer used to take ~10 seconds do boot. If you don't have a bloated OS, there's no need for sleep/hibernate.I guess Kernel/driver developers have a computer that boots fast as well, so they don't care about optimizing sleep/hibernate functionality?
