Because the general public wants to go to a website and for it to look good immediately without any configuration.
And therefore they should control how your web browser works on your computer? I don't think so.
Remember the scourge of pop-up windows? Alert loops? Auto-playing sound and video? Obnoxious flash animations? Intrusive tracking? Megabytes of adtech attached to 3 kilobytes of text? No need to accept obnoxious, battery-draining, data-eating garbage if you don't need or want it.
