Don't hold your breath for the Senate.
However--the fact of House passage should be allowed as mitigation evidence in all pending federal marijuana prosecutions. Till now mentioning legalization was prohibited. Judges should start handing out probationary sentences at worst.
Years of having a mostly-unenforced law on the books have been devastating for the idea that we are a nation of laws. Every law needs to be consistently enforced or thrown away.
