Not restricted to Russian intelligence and this is why mass surveillance is sought after by governments. Most constitutions forbid this for exactly that reason but we have a generation of extremely poor western leaders that publicly undermine such values. Especially conservatives seem to be mentally restricted here, but that strongly changed in recent years due to populist movements.
Now fear drives these policy decisions regarding surveillance.
