There are several non official Formula 1 channels [1]. The twitter user is probably just confusing them.

Additionally, the YouTube search algorithm heavily prioritizes the official F1 channel since it's a verified channel. Surprisingly, the Android YouTube app does not seem to show the checkmark for verified channels, otherwise that would have been one more way to confirm my finding. Unfortunately, I was not able to find the same video when I retried the search from a non-mobile device.
