This is controversial, but the best way to get rid of lobbying is to remove the source of that lobbying, which is centralized political power, concentrated into federal agencies such as the FCC.

There are certainly ways to go over that cap, but just doing your regular office or programming job from home doesn't seem like the best way to do it.
I guess my point is, yeah, by all means screw Comcast, but the linked article is misleading in its headline.
Of course the kind and compassionate thing to do would not act in a predatory manner towards your customers, but I've given up hoping for that sort of thing from them.
