Almost all government services & applications require that you list a phone number, as do a lot of commercial online services.

If so, are there any ramifications to that? Should the individual be solely responsible for that cost?

Your phone is essentially your ID card, but on steroids.

And not just any phone number either, a certified Mobile Phone Number!

Google Voice is slowly getting kicked out of more and more SMS based auth systems.

Not even just GV, but I also don't get SMS or get blocked for using a paid $70/m Google Fi plan.
