The market (for anything) is global now and other countries have smartened up and trained workers in CS fields and can offer their skills at a lower rate. It is called arbitrage.
Sovereign boundaries are meaningless in a true global market place. The western countries have to adapt and change or our lunch will be eaten. Protectionism won't help either.
I honestly don't think that could be an accurate assessment of the current job market, but I can't find the numbers to prove it so I'm hoping someone else can shed some light on it. If it's actually accurate, I'll be very surprised...
