From Big Sur onwards, macOS itself is installed on a Signed System Volume. No one but Apple can copy the system, so at first it appears that no one can make a bootable backup.
I'm not sure how that's going to work in practice.
Instead of creating a clone, manually install a copy of the OS on your backup disk, sync your files and applications to it, and periodically boot from it to run system updates?
