VLC uses youtube-dl. https://github.com/videolan/vlc/search?q=youtube

Which is then in violation of YouTube ToS

Any use of youtube-dl is in violation of the ToS, no?

An existence of a github repo can't be in violation of YouTube ToS, because it doesn't use YouTube service.
