Utubster downloads YTB playlists, MP4 videos and MP3s from almost any website

It's unlikely to be a youtube-dl wrapper. A quick search of GitHub reveals a wide range of YouTube downloaders, written in languages from C# to Java and wholly independent of youtube-dl.

That said, many of them are clearly hobby projects, badly documented in the main and not at all polished. Whereas this is apparently a commercial closed-source tool with no visible means of income.

The fact that Utubster's screenshots show an unadvertised "system repair" program forming part of the supposed video downloader does not inspire confidence.

Looks like it's just meant to highlight the futile nature of attempting to take down tools like youtube-dl. Although that doesn't quite work, since it almost certainly uses youtube-dl under the hood

Many streaming services will split the media file into segments and send only the first few chunks to the browser, to limit bandwidth usage on longer media and block techniques like the one you described. Recently I used youtube-dl to get a zoom recording from Vimeo and remember that it was split in ~35 parts.

It's not that simple for me. If you can show us how to do that (suppose that your audience knows how to use your web browser developer tools, ffmpeg, curl, ...) for a few websites like youtube, udemy, nbcnews.com, ... that will be grateful.
