Iran’s total internet shutdown is a blueprint for breaking the web

Rule number one of network programming: the network is unreliable.

The problem is that it's now reliable enough that nobody has to design systems such that Iran's loss of international links would be ineffectual at suppressing Iranians' ability to communicate and organize among themselves.

Until we have a global satellite internet reachable from anywhere.
