Last Phase of the Desktop Wars?

This seems very naive and the "proof" of it is very thin.

WSL is mostly about the fact that most software developer tools that are not windows-specific treat windows as a second-class citizen.

Edge on linux is mostly about enabling devs to test sites in edge without needing a VM and since it's now chromium based the linux support was mostly "free".

I think MS has understood that they lost the war for developers (unless you develop specifically for windows) and therefore has adjusted. To think that they will cede any ground in the consumer space is probably extrapolating too far.
