If you exclude ballistic missiles, I'm fairly certain Taiwan could repel the PLA independently, with predjudice. They have better air, navy, and land equipment. The Chinese have untested equipment and conscripted soldiers (that aren't issued body armor). I think China would eventually win an attrition war, but Taiwan is unlikely to let it come to that.

“Quantity has a quality all it's own”, though, and the PRC has quantity in spades.
Also, “if you exclude ballistic missiles” is a big caveat.
That is very true, and has been employed successfully in past wars... thinking Russian T-34 of WWII or the T-54 of the Cold War era
China doesn't have mandatory military service, Taiwan does.
Not pro-PRC by any means, but conscription in Taiwan is now denominated in months, including a shot at a nice desk job.
