Is there a citation for the perpetual licence? I would have just assumed they would have purchased a long-term licence to build cores for a particular ISA version

You just have to implement ARMv8 architecture in your SoC also nothing prevents you from extending it further with ML or GPU bits.

I doubt that NVidia controlled ARM will ever be so inclined to sell another architecture license ... they would rather sell you their own designed ARM chips.

Do apple just build on their own direction now then - I thought ARM would every so often create a new design and then everyone would use that as the basis for their chips. Do apple not do that? Or am I misunderstanding what's going on?
