In Spain we had Ibertex, which is basically the same technology (some minor improvements), but it wasn't as popular as Minitel in France.

Well what made Minitel popular was that France Telecom (now Orange) gave the basic Minitel 1 for free to anyone requesting it.

That was huge at the time.

Well in Spain we were still fighting to get a flat rate internet subscription in 1998 or so.
