Somewhat. It sounds like they have designed some of their own hardware [0] and they're working on building their own IMS stack [1]. I think Samsung is still their radio vendor.

I think that's an explicitly stated goal from their annual general meeting.

This is couple of years in making. In 2018 Reliance acquired Radisys for building 5G solutions.

Almost every company claiming to have 5G solution has their own definition of 5G and some solution. Can it be deployed in scale? That is questionable.
