I think the average American cares some, they just aren't aware of what they can do and aren't aware of the extent surveillance is happening.

Completely agree with this, and would like to add that these two problems are very, very solvable.

The tech employees of these corporations are aware and enjoy the profits. When do we start holding them accountable.
