IMHO the problem is in the C suites, period. The executives have not provided enough leadership, nor have they recruited others to do so if they themselves are not able.
We still have a ton of great semiconductor design. AMD, NVidia, and Apple's semiconductor division are here. They just don't fab here.
What we have seen with China is that if manufacturing leaves eventually R&D and design will start to leave too. The manufacturers realize they could own the whole shebang if they stand up their own design, product, and marketing, and the US has no talent monopoly.
I am waiting for a Chinese laptop that is built to Apple quality or better, has a fast ARM CPU, and can run either Linux or Windows on ARM. That could be disastrous for the domestic PC industry or what remains of it, especially if Apple flubs the ARM switch.
Edit: Samsung could do it too. They have a sleeper line of ARM laptops, but they are underpowered. Put out one of those with 16-32 cores, 16-64GiB of RAM, 1TB+ SSD, a (maybe optional) high end GPU, and that can run ARM Linux or Windows and Samsung could have a customer. If they invested in helping Linux desktop work very well on the machine they could take a lot of developers from Apple... or if MS removes their head from their posterior and stops stuffing Windows with shit. MS could offer a reasonably priced "no BS edition" without foistware or needless telemetry and I would consider it.
