Yes. Even in non-one-pedal ( eg standard regen braking) you get the brake lights on if the deacceleration is high enough.

Modern vehicles are required to turn on the brake lights at a given level of deceleration, regen / brakes or not!

So if I'm driving a new manual transmission car, and downshift/engine brake, my brake lights would activate?

EDIT: Actually this may only be required for vehicles with certain features, like regen or endurance braking! Car regulations are...complex.

Teslas have done that since day one w their regen/braking iirc.

Yes, any significant regen will light up the brake lights.
