In practice, it means it uses re-gen down to a very low speed (< 5mph), then applies the friction brakes to achieve a complete stop (this also doubles as a "hill hold" - the brakes won't release until you press the accelerator again).
EDIT: Actually this may only be required for vehicles with certain features, like regen or endurance braking! Car regulations are...complex.
Really? That seems odd, since even my Nissan Leaf increases regen with the initial application of the brake pedal.
But Teslas do not (at least not traditionally. Perhaps that has changed recently in the Model 3 if the other comment here is correct)
