SpaceX has good reasons to be compliant with the policies of sovereign nations; Starlink relies on shared spectrum and orbits a shared planet. I expect SpaceX will diligently observe the disparate policies of all nations. Note that the purpose of Starlink is to fund major SpaceX initiatives, particularly the Mars mission. It isn't an egalitarian exercise and squabbles with China or its client states are not a source of revenue.

There is no opportunity for clandestine use either; the ground station is a transceiver. Transceivers are relatively easy to detect when they transmit.

Probably not. I doubt these countries will allocate spectrum to starlink, and I doubt that they will allow the import of the ground stations.
