Stop. There are no utopian technical solutions to human socio-econo-political problems. Please stop.
I think the question is about technologies that help to reduce the abuse of power, even if they don't prevent the abuse entirely.
Sure are a lot to impose problems though, so it may be worth pondering what can be done. Doesn't have to shoot for uptopia, just raising the bar a bit would be enough of a goal to consider.
