Don't know how active the start-up community is here, but Toronto and Vancouver would be your best bets. As for a country, Canada is the best.

Toronto is cold during the winter, people are friendly, pretty laid back culture, which can be a bad thing when people don't get angry about the BS that goes on here sometimes. Taxes are high, but its probably worth it in the long run.
