Afaik Germany is not part of 5 eyes or 9 eyes. There seems to be a tiny bit of ww2 era resentment there.
They're not, but there is lots of collaboration between BND and agencies who are.
Especially since BND (or the predecessor "Operation Gehlen") was established to large parts due to American interest in German spying experience regarding the Soviet Union.

Well, also, (amply justified by Germany's history) public distrust of mass surveillance. Joining wouldn't really be politically viable.
Isn't that point of the "6 eyes" comment? Theirs would be be the sixth.
That.. doesn't make much sense? The whole point is to prevent the outsourcing of illegal surveillance.
In any case, the BND suddenly became a lot less attractive for any intelligence-sharing deals.
I think its more that the German intelligence services are not liable to the German sovereign, but are rather still 'occupied' by the USA's own military/intelligence agencies.
When will it be eight so they can have an arachnid mission patch with eight eyes on it? (Though some species have six).
Germany is already part of the 14 eyes agreement and has been moving to join the current 5 eyes
