So what’s actually new here? Why can’t we test this same system on earth?

Is it a laser or a focused microwave beam? Will it hurt if a bird or airplane flies through the beam?

They did test it on Earth, there's a bunch of examples in the article, but you are limited to line of sight on Earth.
