Would it help to replace the overhead lights with UV lights?
Not necessarily for use when someone's in the seat, but also to blast in-between flights before the next batch comes on.

You could run it when the plane was empty, but if you're going to do that, you might as well just put the lights on a cart and push it through the plane.
